AN ACT to amend the public health law, in relation to grants for gradu-
ate medical education in Lyme and tick-borne disease
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Article 27-H of the public health law, as added by chapter
2 550 of the laws of 1988, is amended by adding a new section 2799 to read
3 as follows:
4 § 2799. Grants for graduate medical education in Lyme and tick-borne
5 disease. 1. (a) The commissioner is authorized, within amounts appropri-
6 ated for such purpose to make grants in support of certified fellowship
7 education programs including but not limited to, preventative medicine,
8 chronic disease, or epidemiology, to establish or expand education in
9 Lyme and tick-borne disease for graduate medical education, and to
10 increase the opportunities for trainee education in Lyme and tick-borne
11 disease.
12 (b) Grants under this subdivision for graduate medical education and
13 education in Lyme and tick-borne disease may be used for administration,
14 faculty recruitment and development, start-up costs and costs incurred
15 teaching Lyme and tick-borne disease in research-based programs or
16 patient-based care sites, including, but not limited to, personnel,
17 administration and trainee related expenses and other expenses judged
18 reasonable and necessary by the commissioner.

1 (c) Grants under this subdivision shall be awarded by the commissioner
2 through a competitive application process. In making awards, the commis-
3 sioner shall consider the extent to which the applicant:
4 (i) plans to incorporate emerging Lyme and tick-borne disease research
5 into fellowship training programs, including diagnostic procedures and
6 all medical treatment options, including the benefits and risks of each
7 option;
8 (ii) functions in collaboration with research or patient-based care,
9 or both;
10 (iii) makes complementary efforts to recruit or train qualified facul-
11 ty in Lyme and tick-borne disease education and prevention; and
12 (iv) utilizes available Lyme and tick-borne disease diagnostic and
13 treatment, and support services in the community.
14 2. The commissioner shall designate organizations, upon successful
15 application and performance, as centers for Lyme and tick-borne disease
16 excellence. Such designations shall be pursuant to an application as
17 designed by the department, and based on service, staffing and other
18 criteria as developed by the commissioner. Such centers of excellence
19 shall provide specialized Lyme and tick-borne disease care, treatment,
20 education and related services. Designation as a center for Lyme and
21 tick-borne disease excellence shall not entitle a center to enhanced
22 reimbursement, but may be utilized in outreach and other promotional
23 activities.
24 3. The commissioner may designate Lyme and tick-borne disease resource
25 centers ("resource center"). A resource center may be statewide or
26 regional, and shall act as a source of technical information and guid-
27 ance for practitioners on the latest Lyme and tick-borne disease strate-
28 gies, therapies and medications. The department may contract with not-
29 for-profit organizations or associations to establish and manage
30 resource centers. A resource center may charge a fee to defray the cost
31 of the service.
32 4. The commissioner shall prepare and submit a report to the governor
33 and the legislature, on or before February first, two thousand nineteen
34 reporting the results and evaluating the effectiveness of this section.
35 § 2. This act shall take effect immediately.
