SEWARD, TEDISCO -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT directing the board of regents and the state education depart- ment, to conduct a study to evaluate and make recommendations on mandating kindergarten in all school districts The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The board of regents and the state education department 2 shall conduct a study to evaluate and make recommendations on mandating 3 kindergarten in all school districts. Such study shall: 4 a. examine school districts currently offering kindergarten to deter- 5 mine the costs of requiring kindergarten in all school districts; 6 b. identify the potential effects kindergarten has on the learning 7 abilities of children; 8 c. make recommendations on the feasibility of mandating kindergarten 9 in all school districts; and 10 d. include any other information such board and such department deems 11 relevant. 12 § 2. No later than 1 year after the effective date of this act, the 13 board of regents and the state education department shall submit to the 14 governor and the legislature a report on the results of the study, as 15 described in section one of this act. 16 § 3. The board of regents and the state education department shall 17 evaluate such data with the assistance of experts in: 18 a. child education; 19 b. child development; and 20 c. school district finance. 21 § 4.
