        AN ACT to amend the executive law and the public health law, in relation
          to  directing the division of veterans' affairs to establish and oper-
          ate a publicly accessible electronic database of the  availability  of
          openings for admission to state veterans' homes
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 353 of the executive law is amended by adding a new
     2  subdivision 25 to read as follows:
     3    25. To, in consultation and cooperation with the department of health,
     4  establish and operate an internet website electronic database,  accessi-
     5  ble  to  the public, which provides the number of available openings for
     6  eligible individuals at each state veterans' home operated  pursuant  to
     7  article  twenty-six-A  of the public health law. In addition, such elec-
     8  tronic database shall, for each such veterans' home, provide the  number
     9  of eligible individuals who are on the waiting list for admission to the
    10  state veterans' home and information on the admission process including,
    11  but  not  limited  to,  eligibility  requirements  relating  to military
    12  service history, honorable discharge, service connected disability,  and
    13  skilled  nursing  needs. The division and the department of health shall
    14  jointly ensure that the information posted on  the  electronic  database
    15  established  pursuant to this subdivision is maintained and updated on a
    16  real time basis as such information changes.
    17    § 2. The public health law is amended by adding a new section 2636  to
    18  read as follows:

     1    § 2636. State veterans' home electronic database. The department shall
     2  fully  cooperate with the division of veterans' affairs to establish and
     3  operate the electronic database provided for in subdivision  twenty-five
     4  of  section  three hundred fifty-three of the executive law, and provide
     5  information  relating  to the state veterans' homes operated pursuant to
     6  this article to such division on a real time basis.
     7    § 3. This act shall take effect on the one hundred eightieth day after
     8  it shall have become a law. Provided, however that, effective immediate-
     9  ly, any actions necessary to implement the provisions of this act on its
    10  effective date are authorized and directed to be completed on or  before
    11  such date.
