        AN  ACT  to  amend chapter 189 of the laws of 2013, amending the vehicle
          and traffic law and the public officers law relating  to  establishing
          in  a  city  with  a population of one million or more a demonstration
          program implementing speed  violation  monitoring  systems  in  school
          speed zones by means of photo devices, in relation to making technical
          corrections  and  extending  such  provisions  related thereto; and to
          repeal certain provisions of the  vehicle  and  traffic  law  relating
          thereto
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1.  Subdivision 13 of section 237 of the vehicle  and  traffic
     2  law,  as  added  by  section  3  of  chapter 189 of the laws of 2013, is
     3  REPEALED.
     4    § 2. Subdivision 12 of section 237 of the vehicle and traffic law,  as
     5  added by section 3-a of chapter 189 of the laws of 2013, is REPEALED.
     6    § 3. Chapter 189 of the laws of 2013, amending the vehicle and traffic
     7  law  and  the public officers   law   relating to establishing in a city
     8  with a population of one million or more a demonstration program  imple-
     9  menting  speed  violation  monitoring  systems  in school speed zones by
    10  means of photo devices, is amended by adding a new section 3-b  to  read
    11  as follows:
    12    § 3-b. Section 237 of the vehicle and traffic law is amended by adding
    13  a new subdivision 13 to read as follows:
    14    13.  To  adjudicate the liability of owners for violations of subdivi-
    15  sion (b), (c), (d), (f) or (g) of section eleven hundred eighty of  this
    16  chapter in accordance with section eleven hundred eighty-b of this chap-
    17  ter.
    18    §  4.  Subdivision 4 of section 239 of the vehicle and traffic law, as
    19  added by section 5-a of chapter 189 of the laws of 2013, is REPEALED.

     1    § 5. Section 15 of chapter 189 of the laws of 2013, amending the vehi-
     2  cle and traffic law and the public officers law relating to establishing
     3  in a city with a population of  one  million  or  more  a  demonstration
     4  program  implementing speed violation monitoring systems in school speed
     5  zones  by  means  of  photo devices, the opening paragraph as amended by
     6  chapter 229 of the laws of 2022, is amended to read as follows:
     7    § 15. This act shall take effect on the thirtieth day after  it  shall
     8  have become a law [and]; provided, however, that sections three-b, five,
     9  ten,  thirteen  and fourteen shall expire and be deemed repealed July 1,
    10  [2025] 2030; and provided further  that  any  rules  necessary  for  the
    11  implementation of this act on its effective date shall be promulgated on
    12  or before such effective date[, provided that:
    13    (a)  the amendments to subdivision 1 of section 235 of the vehicle and
    14  traffic law made by section one of this act shall not affect the expira-
    15  tion of such subdivision and shall be deemed to expire  therewith,  when
    16  upon  such  date  the provisions of section one-a of this act shall take
    17  effect;
    18    (b) the amendments to section 235 of the vehicle and traffic law  made
    19  by  section  one-a  of  this act shall not affect the expiration of such
    20  section and shall be deemed to expire therewith, when upon such date the
    21  provisions of section one-b of this act shall take effect;
    22    (c) the amendments to section 235 of the vehicle and traffic law  made
    23  by  section  one-b  of  this act shall not affect the expiration of such
    24  section and shall be deemed to expire therewith, when upon such date the
    25  provisions of section one-c of this act shall take effect;
    26    (d) the amendments to section 235 of the vehicle and traffic law  made
    27  by  section  one-c  of  this act shall not affect the expiration of such
    28  section and shall be deemed to expire therewith, when upon such date the
    29  provisions of section one-d of this act shall take effect;
    30    (e) the amendments to subdivision 1 of section 236 of the vehicle  and
    31  traffic law made by section two of this act shall not affect the expira-
    32  tion  of  such subdivision and shall be deemed to expire therewith, when
    33  upon such date the provisions of section two-a of this  act  shall  take
    34  effect;
    35    (f)  the amendments to subdivision 1 of section 236 of the vehicle and
    36  traffic law made by section two-a of this act shall not affect the expi-
    37  ration of such subdivision and shall be deemed to expire therewith, when
    38  upon such date the provisions of section two-b of this  act  shall  take
    39  effect;
    40    (g)  the amendments to subdivision 1 of section 236 of the vehicle and
    41  traffic law made by section two-b of this act shall not affect the expi-
    42  ration of such subdivision and shall be deemed to expire therewith, when
    43  upon such date the provisions of section two-c of this  act  shall  take
    44  effect;
    45    (h) the amendments to subdivision 12 of section 237 of the vehicle and
    46  traffic  law  made  by  section  three  of this act shall not affect the
    47  repeal of such subdivision and shall be deemed to be repealed therewith,
    48  when upon such date the provisions of section three-a of this act  shall
    49  take effect;
    50    (h-1)  the  amendments to subdivision 11 of section 237 of the vehicle
    51  and traffic law made by section three-a of this act shall not affect the
    52  expiration and  reversion  of  such  subdivision  and  shall  be  deemed
    53  repealed therewith;
    54    (i)  the  amendments to paragraph f of subdivision 1 of section 239 of
    55  the vehicle and traffic law made by section four of this act  shall  not
    56  affect  the  expiration  of such paragraph and shall be deemed to expire

     1  therewith, when upon such date the provisions of section four-a of  this
     2  act shall take effect;
     3    (j)  the  amendments to paragraph f of subdivision 1 of section 239 of
     4  the vehicle and traffic law made by section four-a of this act shall not
     5  affect the expiration of such paragraph and shall be  deemed  to  expire
     6  therewith,  when upon such date the provisions of section four-b of this
     7  act shall take effect;
     8    (k) the amendments to paragraph f of subdivision 1 of section  239  of
     9  the vehicle and traffic law made by section four-b of this act shall not
    10  affect  the  expiration  of such paragraph and shall be deemed to expire
    11  therewith, when upon such date the provisions of section four-c of  this
    12  act shall take effect;
    13    (l)  the amendments to subdivision 4 of section 239 of the vehicle and
    14  traffic law made by section five of this act shall not affect the repeal
    15  of such subdivision and shall be deemed to be repealed  therewith,  when
    16  upon  such  date the provisions of section five-a of this act shall take
    17  effect;
    18    (m) the amendments to subdivisions 1 and 1-a of  section  240  of  the
    19  vehicle and traffic law made by section six of this act shall not affect
    20  the expiration of such subdivisions and shall be deemed to expire there-
    21  with,  when  upon  such date the provisions of section six-a of this act
    22  shall take effect;
    23    (n) the amendments to subdivisions 1 and 1-a of  section  240  of  the
    24  vehicle  and  traffic  law  made  by section six-a of this act shall not
    25  affect the expiration of such subdivisions and shall be deemed to expire
    26  therewith, when upon such date the provisions of section six-b  of  this
    27  act shall take effect;
    28    (o)  the  amendments  to  subdivisions 1 and 1-a of section 240 of the
    29  vehicle and traffic law made by section six-b  of  this  act  shall  not
    30  affect the expiration of such subdivisions and shall be deemed to expire
    31  therewith,  when  upon such date the provisions of section six-c of this
    32  act shall take effect;
    33    (p) the amendments to paragraphs a and g of subdivision 2  of  section
    34  240  of  the  vehicle  and traffic law made by section seven of this act
    35  shall not affect the expiration of such paragraphs and shall  be  deemed
    36  to  expire  therewith,  when  upon  such  date the provisions of section
    37  seven-a of this act shall take effect;
    38    (q) the amendments to paragraphs a and g of subdivision 2  of  section
    39  240  of  the vehicle and traffic law made by section seven-a of this act
    40  shall not affect the expiration of such paragraphs and shall  be  deemed
    41  to  expire  therewith,  when  upon  such  date the provisions of section
    42  seven-b of this act shall take effect;
    43    (r) the amendments to paragraphs a and g of subdivision 2  of  section
    44  240  of  the vehicle and traffic law made by section seven-b of this act
    45  shall not affect the expiration of such paragraphs and shall  be  deemed
    46  to  expire  therewith,  when  upon  such  date the provisions of section
    47  seven-c of this act shall take effect;
    48    (s) the amendments to subdivisions 1 and 2 of section 241 of the vehi-
    49  cle and traffic law made by section eight of this act shall  not  affect
    50  the expiration of such subdivisions and shall be deemed to expire there-
    51  with,  when upon such date the provisions of section eight-a of this act
    52  shall take effect;
    53    (t) the amendments to subdivisions 1 and 2 of section 241 of the vehi-
    54  cle and traffic law made by section eight-a of this act shall not affect
    55  the expiration of such subdivisions and shall be deemed to expire there-

     1  with, when upon such date the provisions of section eight-b of this  act
     2  shall take effect;
     3    (u) the amendments to subdivisions 1 and 2 of section 241 of the vehi-
     4  cle and traffic law made by section eight-b of this act shall not affect
     5  the expiration of such subdivisions and shall be deemed to expire there-
     6  with,  when upon such date the provisions of section eight-c of this act
     7  shall take effect;
     8    (v) the amendments to subparagraph (i) of paragraph a  of  subdivision
     9  5-a  of  section 401 of the vehicle and traffic law made by section nine
    10  of this act shall not affect the expiration of such paragraph and  shall
    11  be  deemed  to  expire  therewith, when upon such date the provisions of
    12  section nine-a of this act shall take effect;
    13    (w) the amendments to paragraph a of subdivision 5-a of section 401 of
    14  the vehicle and traffic law made by section nine-a of this act shall not
    15  affect the expiration of such paragraph and shall be  deemed  to  expire
    16  therewith,  when upon such date the provisions of section nine-b of this
    17  act shall take effect;
    18    (x) the amendments to paragraph a of subdivision 5-a of section 401 of
    19  the vehicle and traffic law made by section nine-b of this act shall not
    20  affect the expiration of such paragraph and shall be  deemed  to  expire
    21  therewith,  when upon such date the provisions of section nine-c of this
    22  act shall take effect;
    23    (y) the amendments to subdivision 1 of section 1809 of the vehicle and
    24  traffic law made by section eleven of this  act  shall  not  affect  the
    25  expiration  of such subdivision and shall be deemed to expire therewith,
    26  when upon such date the provisions of section eleven-a of this act shall
    27  take effect;
    28    (z) the amendments to subdivision 1 of section 1809 of the vehicle and
    29  traffic law made by section eleven-a of this act shall  not  affect  the
    30  expiration  of such subdivision and shall be deemed to expire therewith,
    31  when upon such date the provisions of section eleven-b of this act shall
    32  take effect;
    33    (aa) the amendments to subdivision 1 of section 1809  of  the  vehicle
    34  and  traffic  law  made by section eleven-b of this act shall not affect
    35  the expiration of such subdivision and shall be deemed to expire  there-
    36  with, when upon such date the provisions of section eleven-c of this act
    37  shall take effect;
    38    (bb)  the amendments to paragraph a of subdivision 1 of section 1809-e
    39  of the vehicle and traffic law made by section twelve of this act  shall
    40  not  affect  the  expiration  of  such  paragraph and shall be deemed to
    41  expire therewith, when upon such date the provisions of section twelve-a
    42  of this act shall take effect; and
    43    (cc) the amendments to paragraph a of subdivision 1 of section  1809-e
    44  of  the  vehicle  and  traffic  law made by section twelve-a of this act
    45  shall not affect the expiration of such paragraph and shall be deemed to
    46  expire therewith, when upon such date the provisions of section twelve-b
    47  of this act shall take effect; and
    48    (dd) the amendments to paragraph a of subdivision 1 of section  1809-e
    49  of  the  vehicle  and  traffic  law made by section twelve-b of this act
    50  shall not affect the expiration of such paragraph and shall be deemed to
    51  expire therewith, when upon such date the provisions of section twelve-c
    52  of this act shall take effect].
    53    § 6. This act shall take effect immediately.
