  TITLE OF BILL: An act to require the state athletic commission to promulgate regu- lations for authorized combined professional and amateur mixed martial arts events   PURPOSE: To require the New York State Athletic Commission to create regulations for combined professional and amateur mixed martial arts events.   SUMMARY OF SPECIFIC PROVISIONS: Section 1: Requires that by June 30, 2021 the State Athletic Commission must promulgate regulations governing the conduct of authorized combined professional and amateur mixed martial arts events. Section 2: Effective Date.   JUSTIFICATION: In 2016, New York legalized the sport of Mixed Martial Arts. Since then, the sport became a significant economic generator for the State and boosted local economies where these events were taking place. Prior to the pandemic, demand for combined professional and amateur (pro-am) events had increased significantly. Pro-am events allow more New York athletes to participate in local events and create more opportunities for the sport by allowing both professional and amateur athletes to participate in the same event. As we work to rebuild the economy, now is the ideal time to establish the needed regulations for pro-am events to take place in preparation for the return of MMA events in the future. Pro-am events would increase revenue to the state and also boost the local economies when these events take place. Currently, the New York State Athletic Commission has not created the needed regulations for pro-am events to take place, leaving pro-am events "on hold" until the needed regulations are established. This bill would require the New York State athletic commission to create these regulations by June 30, 2021 in preparation for the sport to resume in the future.   PRIOR LEGISLATIVE HISTORY: 2021-22 - A4561 - referred to tourism, parks, arts and sports develop- ment   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT to require the state  athletic  commission  to  promulgate  regu-
          lations for authorized combined professional and amateur mixed martial
          arts events

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. No later than June 30, 2023, the state athletic  commission
     2  shall   promulgate  regulations  governing  the  conduct  of  authorized
     3  combined professional and amateur mixed martial arts events.
