  TITLE OF BILL: An act to amend the environmental conservation law and the transporta- tion law, in relation to establishing a wildlife corridor action plan   PURPOSE: This bill would require the Department of Environmental Conservation to establish a wildlife corridor action plan   SUMMARY OF SPECIFIC PROVISIONS: Section one amends the environmental conservation law by adding a new section 11-0331. Section two amends the transportation law by adding a new section 14-aa. Section three establishes the effective date.   JUSTIFICATION: Climate change and human activity have forced animals to change their natural migration patterns and relocate due to habitat destruction. Infrastructure like railroads and highways also place many wild animals at risk of being injured or killed by traffic while migrating and searching for food and water. Throughout the country, wildlife corridors have been viewed as a poten- tial solution to support the safe movement of animals from habitat to habitat with as little human interference as possible. This bill would direct the Department of Environmental Conservation to develop and implement a plan relating to wildlife corridors in New York State, beginning with the identification of particularly vulnerable habitats and species. The development of wildlife corridors can help mitigate the impact of human activity and protect these animals suffering from habitat loss due to the growing effects of climate change.   FISCAL IMPLICATIONS: Undetermined.   EFFECTIVE DATE: This act shall take effect immediately.
