NEW YORK STATE ASSEMBLY MEMORANDUM IN SUPPORT OF LEGISLATION submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A8442
SPONSOR: Rosenthal L

TITLE OF BILL:
An act to amend the environmental conservation law, in relation to local
government authority to prohibit trade in real fur products

PURPOSE:
This legislation will provide local governments the authority to
restrict the trade or sale of fur products.

SUMMARY OF PROVISIONS:
Section one amends the environmental conservation law by adding a new
section 11-0114.
Section two establishes the effective date.

JUSTIFICATION:
Fur farms across the United States continue to raise raccoons, foxes,
minks, chinchillas and other animals to kill for fur, often employing
cruel and inhumane methods to do so. The Humane Society of the United
States estimates that over 100 million animals are killed each year for
the fur industry. Major luxury fashion brands such as Coach, Versace,
Burberry and Michael Kors have become fur-free, and many retailers and
magazines have also announced they will no longer carry or feature
clothing and accessories using animal fur. Bans on the sale of fur have
been enacted in Austria, the Netherlands and the United Kingdom, as well
as in a few U.S. cities including Los Angeles and San Francisco.
With many alternatives to fur available, it has become clear that this
cruel industry is no longer necessary. This legislation will provide
local governments clear authority to restrict the trade or sale of real
fur products.

LEGISLATIVE HISTORY:
New bill.

FISCAL IMPLICATIONS:
None to the State.

EFFECTIVE DATE:
60 days.
