                    CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
 
        proposing the addition of a new subdivision to section 5-b of article  3
          of the constitution, in relation to limiting the power of the legisla-
          ture to amend a redistricting plan submitted by the independent redis-
          tricting commission

     1    Section  1. Resolved (if the Senate concur), That section 5-b of arti-
     2  cle 3 of the constitution be amended by adding a new subdivision (j)  to
     3  read as follows:
     4    (j)  Any  amendments by the senate or assembly to a redistricting plan
     5  submitted by the independent redistricting commission, shall not  affect
     6  more  than  two  percent  of the population of any district contained in
     7  such plan. If two or more plans for districts in  the  same  legislative
     8  house or for congressional districts are submitted by the commission and
     9  voted  upon  by the legislature, such plans shall be considered individ-
    10  ually and not combined.
    11    § 2. Resolved (if the Senate concur), That the foregoing amendment  be
    12  referred  to  the  first regular legislative session convening after the
    13  next succeeding general election of members of  the  assembly,  and,  in
    14  conformity  with  section  1  of  article  19  of  the  constitution, be
    15  published for 3 months previous to the time of such election.
