Assemblyman Scott Gray on the Governor’s FY 2027 Executive Budget Proposal

A Statement by Assemblyman Scott Gray (R-Watertown)

The Governor’s Executive Budget serves as an initial framework in what is expected to be a comprehensive, couple month negotiation process. It should be viewed as a starting point rather than the definitive decision. With a total of $260 billion in all-funds spending, the size of this proposal is concerning and warrants careful, sector-specific review to ensure that New York can sustain both current commitments and future obligations.

At the same time, several initiatives outlined in the proposal resonate with pressing needs faced by working families and communities. These priorities merit thoughtful consideration, including:

Child care and early education: A proposed investment of $4.5 billion, aimed at achieving universal pre-K for every four-year-old by 2028 and enhancing affordability measures.

Agriculture support: A targeted relief of $30 million proposed for farmers impacted by tariffs, with particular emphasis on dairy and specialty crop producers.

North Country relevance through core services: Continued investments in school aid, SUNY affordability (including a tuition freeze and operational support), and clean water infrastructure. These commitments are especially vital in rural and upstate communities, where budgets are often tight, and options are limited.

Moving forward, it is essential that these initiatives are paired with prudent oversight, transparency, and regional balance—ensuring that rural communities are not disproportionately burdened while receiving adequate support. The Legislature now has an important role in shaping a final budget that fosters innovation, safeguards taxpayers, and maintains our community’s competitiveness.
