Take advantage of the School Tax Relief (STAR) program, which has been expanded and improved. Last year, the
Legislature passed a budget that blocked the governor’s attempt to freeze STAR benefits – helping to ensure working
families and seniors keep more of their hard-earned money.
The Assembly also helped raise income eligibility levels for enhanced STAR to $63,750, providing more seniors
with needed tax relief. The enhanced STAR program can reduce school property taxes an average of $1,200 a year
for eligible Orange County homeowners, 65 and over. Other homeowners – under the basic STAR program – could
save up to $710.

You must apply by March 1, 2004 to take advantage of STAR – unless you signed up
for the Income Verification program last year. By entering the Income Verification program, you will not have to
reapply every year. The state will automatically and confidentially confirm your eligibility. For more information on

Protecting your STAR benefits
Assemblywoman Gunther is committed to keeping STAR benefits accessible and property taxes down. That’s
why she sponsored legislation for a five-day extension to pay property taxes under enhanced STAR – giving
seniors waiting for monthly Social Security checks time to pay property tax bills without penalty
(A.9519).
Helping Sullivan and Orange County families keep more of their hard earned money
Assemblywoman Gunther introduced legislation to close the loop-holes in real property tax laws that allow some
property owners to avoid paying their fair share. This legislation will ensure that those receiving exemptions are
entitled to them – helping families keep more of their hard earned money. Gunther introduced legislation to:

provide stricter standards in defining the terms used for nonprofit organizations, and for ensuring that exempt
properties are being used in the appropriate manner (A.9517)

require non-profit organizations to provide clear and convincing evidence of their non-profit status to maintain
their tax exemption (A.9516)

ensure that properties purchased by tax exempt organizations are used as intended in a timely
fashion (A.9461)
