The School Tax Relief (STAR) program provides a partial exemption from school taxes for owner-occupied, primary residences.

  • A Basic STAR exemption is available for all homeowners, regardless of age or income.

  • If you are 65 years of age or will be turning 65 this year and your annual household adjusted gross income does not exceed $66,050, you may qualify for the Enhanced STAR exemption.

STAR Excelsior

Since the STAR program’s 1997 inception, the standard exemption has not changed, though most home values have greatly increased. The current Basic STAR exemption is $30,000, while Enhanced STAR provides qualified senior citizens with $50,000 exemptions.

STAR Excelsior would provide $1.3 billion in tax relief by increasing the exemption in an effort to lower property taxes and recognize median home value increases.





Cap Tax Levies

Due to unfunded state mandates (programs required by the state but paid for by localities), municipal and school district tax levies often increase every year. I’m working to stop unfunded mandates, but we also need to cap local tax levy increases so homeowners can afford to stay in their homes.

Capping municipal and school district tax levies at the rate of inflation would ensure property and school taxes remain in check.

Seniors usually must submit annual income verification forms and copies of income tax returns to their local assessors to receive Enhanced STAR. However, the state Office of Real Property Tax Services provides an alternative. By completing Real Property Tax Form RP 425-IVP and submitting it to their local tax assessor, seniors won’t have to file for Enhanced STAR each year.

The filing period for Enhanced STAR ends March 1 in most jurisdictions.
