Public Housing Drug Elimination Pilot Program

NYS Division of Housing and Community Renewal

The New York State Division of Housing and Community Renewal is accepting applications under its New York State Public Housing Drug Elimination Pilot Program. Grants are for use in eliminating drug-related crime in state-aided low-income housing projects.
ELIGIBILITY: State-aided low-income public housing projects are eligible.
FUNDING: $850,000 is available.
DEADLINE: December 29, 2000.

Residential Emergency Services to Offer (Home) Repairs to the Elderly (RESTORE)

NYS Housing Trust Fund Corporation

RESTORE funds may be used to pay for the cost of emergency repairs to eliminate hazardous conditions in homes owned by the elderly when the homeowners cannot afford to make the repairs in a timely fashion.

       To be eligible for assistance, homeowners must be 60 years of age or older with an income that does not exceed 80 percent of the area median income.

       Work undertaken cannot exceed $5,000 per building. Funds must be used for low-income elderly owner-occupied households in one- to four-unit owner occupied dwellings. The program permits not-for-profit corporations to use up to 7.5 percent of the award to cover administrative costs. Municipalities can use up to 5 percent for administrative costs.
ELIGIBILITY: Not-for-profit corporations and municipalities are eligible.
FUNDING: $2.4 million is available statewide.
DEADLINE: 5:00 p.m. January 22, 2001.

New York State HOME Program

NYS Housing Trust Fund Corporation

The HOME Program funds a variety of activities through partnerships with counties, towns, cities, villages, private developers, and community-based non-profit housing organizations. The program provides funds to acquire, rehabilitate, or construct housing, or to provide assistance to low-income homebuyers and renters.

       HOME Program funds may only be used to assist house-holds with incomes at or below 80% of area median income. Rental projects must primarily serve households with income at or below 60% of area median income. Assisted rental units must remain affordable for a period of between five and 20 years, depending on the initial amount of subsidy provided for the project.

       HOME Program funds may be used to pay for acquisition, rehabilitation, construction, and certain related soft costs. Funds may also be used for relocation costs, tenant-based rental assistance, down-payment and closing costs, and some administration and planning costs. Funds may only be used with respect to residential housing.

ELIGIBILITY: Any private for-profit or not-for-profit entity that can demonstrate the capacity to develop and operate a qualifying project is eligible to apply. Units of general local government that have not been designated by HUD as participating jurisdictions and not-for-profit corporations that meet certain administrative tests may also apply as local program administrators. Jurisdictions that receive HOME Program funding directly from the federal government may not apply for New York State HOME Program funds.
FUNDING: Approximately $28 million. Seed money loans of up to $45,000 per project are also available and may be requested at any time.
DEADLINE: Applications for locally administered programs must be received by 5:00 p.m. January 22, 2001 and site-specific project funding must be received by 5:00 p.m. February 26, 2001.

Low Income Housing Trust Fund Program (HTF)

NYS Housing Trust Fund Corporation

The Low Income Housing Trust Fund Program (HTF) was established to help meet the critical need for decent, affordable housing for people of low income. Specifically, HTF provides funding to construct low-income housing, to rehabilitate vacant or under-utilized residential property, or to convert vacant non-residential property to residential use for occupancy by low-income homesteaders, tenants, tenant-cooperators or condominium owners. HTF can also provide seed money to eligible non-profit applicants who need financial assistance in developing a full HTF application.

ELIGIBILITY: Applicants must be not-for-profit corporations or charitable organizations or their wholly-owned subsidiaries; housing development fund companies; municipalities; counties; housing authorities; private developers who limit their profits or rate of return of investors; or partnerships in which the non-profit partner has at least a 50 percent controlling interest. Low-income persons may not be direct recipients of payments, grants or loans from the corporation, but may receive such funds from another eligible applicant. Except for municipalities and counties, eligible applicants must have been in existence for at least one year prior to application and have as one of their primary purposes the improvement or provision of housing for low-income persons.
FUNDING: Approximately $25 million. Seed money loans of up to $45,000 per project are available and may be requested at any time.
DEADLINE: 5:00 p.m. February 26, 2001.

Low-Income Housing Credit Program

The New York State Division of Housing and Community Renewal (DHCR) announces the availability of a tax credit under the Low-Income Housing Credit Program (Credit) which is authorized under Section 42 of the Internal Revenue Code. The Credit amount is based upon the actual cost of acquisition, rehabilitation and/or construction of rental properties for low-income households.

ELIGIBILITY: Persons or firms that construct and/or rehabilitate rental housing that is reserved for low-income households may apply.
FUNDING: The maximum annual credit that may be requested is $1.2 million

NYS Low-Income Housing Tax Credit Program

The New York State Division of Housing and Community Renewal (DHCR) announces the availability of a state tax credit under the New York State Low-Income Housing Tax Credit Program (State Tax Credit) which is authorized under Article 2-A of the Public Housing Law. The State Tax Credit amount is based upon the actual cost of acquisition, rehabilitation and/or construction of rental properties for low-income households.
ELIGIBILITY: Persons or firms that construct and/or rehabilitate rental housing that is reserved for households earning up to 90% of area median income may apply.
FUNDING: Funds are based upon State Tax Credit availability. DEADLINE: Applications will be accepted continuously until further notice.

Bioresources Growth and Development Grants

NYS Energy Research and Development Authority (NYSERDA)

The New York State Energy Research and Development Authority (NYSERDA) is accepting proposals to support the development, demonstration, and commercialization of innovative bioresource products, components, and processes. Program objectives are to provide energy, environmental, and economic benefits to New York State.

      Energy benefits are sought in the form of reduced dependence on petroleum by use of renewable (biomass) resources, increased efficiency of manufacturing or processing, increased production or treatment capacity due to efficiency, more energy-efficient products than alternatives, or reduced energy needs.

       Environmental benefits are sought in the form of reduced waste disposal needs, emissions associated with waste disposal, or other pollution.

       Economic benefits are sought in the form of near-term economic benefits such as creation or retention of manufacturing jobs or investment in New York State, new customers and markets for New York State manufacturers, reduced or avoided costs, or more competitive or better-performing products than alternatives. (Note: Product markets need not be based in New York.)

ELIGIBILITY: Proposals must meet program criteria.
FUNDING: $500,000 is available to fund multiple cost-shared contracts.

University-Head Start and Graduate Student Head Start Research Grants

U.S. Department of Health and Human Services

The Administration for Children and Families, Head Start Bureau announces the availability of funds for two priority areas: University-Head Start Partnerships (1.01) and Graduate Student Head Start Research Grants (1.02). These priority areas will support research activities in the areas of infant and toddler development within the cultural context, school readiness, mental health and field-initiated research which will increase our knowledge of low-income children’s development for the purpose of improving services or have significant policy implications.

ELIGIBILITY: For University-Head Start Partnerships, Universities and four-year colleges on behalf of a faculty member who holds a doctorate or equivalent in their respective field are eligible. For Master’s-Level and Doctoral Head Start Research Grants, institutions of higher education on behalf of graduate students at both the Master’s and Doctorate levels.
FUNDING: University-Head Start Partnerships – up to $75,000 for the first year and $150,000 for subsequent years. Master’s-Level and Doctoral Head Start Research Grants – the maximum award shall range between $10,000 - $20,000 for the first-year budget period or a maximum of $40,000 for a two-year project period.

The Foundation Center Provides On-Line Services

The Foundation Center, an independent national service organization which disseminates information on foundation grants, offers an on-line service through its Internet site. The Foundation Center’s Electronic Reference Desk allows grant seekers to question an on-line librarian. Grant seekers may also scan the web site for information about upcoming grant training seminars, funding trends, publications, and locations. The Foundation Center maintains Cooperating Collections of grant resources, including a database of funding organizations on CD-ROM, at libraries throughout the state.
