Budget Highlights

The Executive Chamber is the Office of the Governor and includes the immediate staff that assists him in developing Executive policies. The Executive Chamber is included in the Public Protection and General Government appropriation bill.

State Operations

The Executive proposes All Funds appropriations of $14,661,000 to support the activities of the Office of the Governor and the Office of the Lieutenant Governor. The requested appropriation reflects a $4,117,000, or 21.92 percent reduction in funding from SFY 2002-03.

This includes a General Fund appropriation of $14,071,000 for the Office of the Governor, a decrease of $4,117,000, or 22.6 percent reduction in funding from SFY 2002-03. The change is attributable to the reduction of $2,502,000 in funding for the Moreland Act Commission; however, an appropriation of $300,000 is maintained. The Moreland Act Commission has completed its investigation of the management and administrative practices of the New York City School system and the New York City School Construction Authority (SCA), and a final report has been issued.

The amount of $100,000 is recommended by the Executive to fund the Fiduciary Expendable Trust Fund. The funding request reflects a flat year-to-year appropriation and is required to permit the use of private grants within the Office of Community Affairs.

A General Fund appropriation of $490,000 reflecting a $33,000 decrease or 6.31 percent from SFY 2002-03 is recommended by the Executive for support of the Office of the Lieutenant Governor. The decrease is attributable to personal service savings through attrition.
