                          BUDGET HIGHLIGHTS
                   (Executive Budget: pp. 391-393)

The Temporary State Commission on Lobbying monitors, maintains, and publicly 
discloses the identities, activities, and expenditures of lobbyists in their 
attempt to influence the legislative process.  The Commission also collects, 
maintains, and discloses the records of appearance before State regulatory 
agencies.  It is empowered to hold hearings and impose civil penalty fines on 
lobbyists for violations of the Lobbying Law.  The agency is included in the 
Public Protection and General Government appropriation bill.

State Operations

The Executive recommends an All Funds appropriation of $1,330,000 for State 
Fiscal Year (SFY) 2001-02 for this agency, an increase of $131,000.

The Executive proposes the following changes:

  --   an increase of $364,000 in Personal Service funds to reflect salary 
       adjustments and annualization of 11 staff added to the agency in SFY 
       2000-01 pursuant to implementation of the Lobbying Act;

  --   a decrease of $333,000 in nonrecurring NPS funds associated with 
       implementation of the new Lobbying Act.

The Executive recommends Special Revenue-Other funding of $200,000, reflecting 
an increase of $100,000 or 100 percent from SFY 2000-01 funding level.  This 
increase is associated with increased civil penalty fines assessed for
violation of the Lobbying Act.
