LEGISLATIVE ACTION

The Legislature appropriates $6,150,502,000 on an All Funds basis, a net reduction of $57,380,000 from the Executive budget submission. This reflects an All Funds reduction of $59,100,000 associated with the rejection of the Executive’s proposed transfers of the Commission for the Blind and Visually Handicapped and the Vocational and Educational Services for Individuals with Disabilities Program to the Department of Labor. The Legislature includes $879,000 in funding for the State Employment Relations Board, restoring the Board’s total appropriation to the State Fiscal Year 2002-03 level of $1,720,000.

The Legislature allocates TANF funding in the amount of $4,300,000 for the Youth Education, Employment and Training Program and $25,000,000 for Summer Jobs for Youth.

Article VII

The Legislature denies the Executive’s proposal to transfer the Commission for the Blind and Visually Handicapped from the Office of Children and Family Services to the Department of Labor.

The Legislature denies the Executive’s proposal to transfer the Vocational and Educational Services for Individuals with Disabilities Program from the State Education Department to the Department of Labor.

The Legislature denies the Executive’s proposal to merge the Public and Private Employment Relations Board and the State Employment Relations Board into a newly created Public and Private Employment Relations Board.
