Legislative Changes

The Legislature concurs with the Executive recommendation.

Article VII

The Legislature concurs with the Executive recommendation authorizing programs to be funded in various agencies with utility assessments collected pursuant to Section 18-a of the Public Service Law.

The Legislature also concurs with the Executive recommendation authorizing utility companies to make partial 18-a payments from four times per year to two times per year. However, the Legislature denies the elimination, in statute, of the Customer Owned Currency Operated Telephones (COCOT) Enforcement Fund and the Underground Facilities Safety Training Account. In addition, the Legislature adds language authorizing the establishment of the New York telecommunications relay service center in the City of Syracuse.
