SUBJECT: The Minority-and Women-Owned Business Enterprise (MWBE) Program PURPOSE: To examine the 2017 MWBE Disparity Study and the overall MWBE program as it relates to project labor agreements, workforce development and other issues through the input of program participants.

The hearing will be held by Assemblymember Crystal Peoples-Stokes, Chair, Committee on Governmental Operations, Assemblymember Rodneyse Bichotte, Chair, Subcommittee on the Oversight of Minority and Women-Owned Business Enterprises, Fred W. Thiel, Jr., Chair, Committee on Small Business, Michelle R. Titus, Committee on Labor. The Committees would like to obtain input from various stakeholders on the 2017 MWBE Disparity Study, the design, implementation, and utilization of the MWBE program,including but not limited to, its level of State funding, how the MWBE program interacts with project labor agreements across the State, capital access opportunities, incorporating goals within workforce development and the overall enhancement of and a more robust minority and women's program.
  • Oral testimony will be limited to TEN (10) minutes' duration.
  • In preparing the order of witnesses, the Committees will attempt to accommodate individual requests to speak at particular times in view of special circumstances. These requests should be made on the attached reply form or communicated to Committee staff as early as possible.
  • Twenty (20) copies of any prepared testimony should be submitted at the hearing registration desk. The Committees would appreciate advance receipt of prepared statements.
