LEGISLATIVE ACTION
The Legislature provides funding of $25,000 to support expenses of
convening statewide environmental summits by the American Museum of
Natural History. Funding is also provided for the following
initiatives: $25,000 for the Adirondack Research Library - Paul
Schaefer Home, $25,000 for the Natural History Museum of the
Adirondacks and $280,000 for a Recreational Fishing and Aquaculture
Center in the Town of Babylon. In addition, funding of $2,500,000
is provided for initiatives related to the investigation and control
of childhood asthma.
The Legislature includes $350,000 for Community Integrated Pest
Management Programs, $100,000 for the Clean Oceans and Shore Trust and
$100,000 for the Hale Creek Laboratory to conduct mercury testing in
State waters. Funding of $300,000 is included for the Great Lakes
Consortium, as well as $500,000 for the establishment of a Marine
Disease and Pathology Consortium at the State University of New York
(SUNY) at Stony Brook. Additional funding of $500,000 is included in
the SUNY budget for this purpose.
In addition, the Legislature provides $100,000 for the Department of
Environmental Conservation to continue the development of a database
identifying the location and types of environmental facilities within
the State. Also included is $150,000 for expenses related to protect
farm workers from pesticide exposure and $150,000 for non-toxic
mosquito control programs, as well as $275,000 for the Roosevelt
Wildlife Station and $75,000 for the Bird Conservation Program.
The Legislature adds funding of $1,057,000 for the following Water
Commissions and denies the Executive`s proposal to fund these
Commissions within the Environmental Protection Fund:
-- Interstate Sanitation $388,000;
-- Susquehanna River Basin $100,000;
-- Ohio River Basin $13,000;
-- New England Interstate $26,000;
-- Delaware River Basin $485,000; and
-- The Great Lakes $45,000.
Finally, the Legislature includes funding of $500,000 for the New York
State Center for Hazardous Waste Management, $400,000 for non-toxic
pesticide alternatives and $250,000 for hazardous waste site
remediation.
Environmental Protection Fund
The Legislature appropriates a total of $135,000,000 from the
Environmental Protection Fund (EPF). This represents a $125,000,000
base appropriation included in the Executive Budget and an additional
$10,000,000 appropriation from interest earned on undisbursed funds
within the EPF. The Legislature allocates the $125,000,000 as
follows:
Solid Waste Account
-- $7,000,000 for landfill closure;
-- $6,225,000 for municipal waste reduction and recycling
projects;
-- $5,000,000 for secondary materials marketing assistance
projects;
-- $1,300,000 for the assessment and recovery of natural resource
damages; and
-- $2,650,000 for the pesticides program.
Parks, Recreation and Historic Preservation Account
-- $5,000,000 for local waterfront revitalization projects;
-- $1,000,000 for Oyster Bay/Western Waterfront Revitalization;
-- $1,068,000 for Rensselaer County Waterfront Revitalization;
-- $7,482,000 for parks, recreation and historic preservation
projects;
-- $20,000,000 for the Hudson River Park;
-- $12,000,000 for stewardship projects; and
-- $2,000,000 for Eastern District Terminal.
Open Space Account
-- $31,500,000 for land acquisition;
-- $6,000,000 for the Hudson River Estuary Management Plan;
-- $750,000 for biodiversity stewardship;
-- $5,500,000 for farmland protection;
-- $6,500,000 for nonpoint source abatement;
-- $1,300,000 for the Finger Lakes-Lake Ontario Watershed
Protection Alliance;
-- $1,350,000 for Soil and Water Conservation Districts;
-- $325,000 for the Albany Pine Bush;
-- $700,000 for the Long Island Central Pine Barrens; and
-- $350,000 for the Long Island South Shore Estuary Reserve.
The Legislature identifies additional funding of $10,000,000 from
interest earned on monies in the EPF and allocates these funds as
follows:
Solid Waste Account
-- $1,000,000 for the Town of North Hempstead.
Parks, Recreation and Historic Preservation Account
-- $700,000 for Gallagher Beach Waterfront Redevelopment;
-- $100,000 for Bergen Basin Waterfront Access;
-- $100,000 for Jamaica Bay/Dubois Point;
-- $50,000 for Barcelona Harbor Dredging;
-- $1,000,000 for a Historic Barn Preservation Program;
-- $1,000,000 for Town of Clarkstown Lake Lucille Restoration;
-- $2,000,000 for Schuyler County Water Quality Improvement
Project;
-- $872,000 for waterfront revitalization projects within the
County of Rensselaer;
-- $1,000,000 for New York State Institute for Fuel Cell
Technology; and
-- $250,000 for Rome Sand Plain Trails.
Open Space
-- $1,000,000 for North Country community enhancements.
-- $510,000 for Soil and Water Conservation Districts;
-- $150,000 for Urban Tree Planting for cities with populations
greater than 65,000;
-- $100,000 for Susquehanna River Commission; and
-- $168,000 for Hudson River Estuary Management Action Plan.
Clean Water/Clean Air Bond Act
The Legislature concurs with the Executive and appropriates
$222,000,000 in State Fiscal Year (SFY) 2000-01 from the Clean
Water/Clean Air Bond Act for safe drinking water, clean water, solid
waste, environmental restoration and air quality projects.
Article VII
The Legislature extends the surcharge on surf clams and ocean quahogs
for one year until January 1, 2002. The Legislature denies the
Superfund legislation submitted by the Executive. The Executive
proposal to establish additional accounts within the EPF statute is
denied and budget language is provided authorizing the expenditure of
EPF funding for these categories for the 2000-01 SFY. Finally, the
hunting and fishing license fee increases are denied and the
Legislature provides $4.1 million to the Conservation Fund.
Provisions are approved providing for the sale of hunting and fishing
licenses through the automated license system.
