LEGISLATIVE ACTION
The Legislature provides $61,400,000 in academic year support to
enhance the Tuition Assistance Program (TAP). The Legislature approved
funding to support the following enhancements which will begin in the
2000-01 academic year:
-- Increases the maximum TAP award from $4,125 to $5,000 for
student first eligible to receive TAP in 2000-01;
-- Increases the cap on maximum TAP awards to 95 percent of tuition
costs;
-- Increases the minimum TAP award to $425 for students with
incomes below $60,000;
-- Increases the income ceiling for TAP eligibility from $50,500 to
$80,000; and
-- Lowers the TAP reduction imposed on juniors and seniors from
$200 to $150.
Article VII
The Legislature provides language to implement the TAP enhancements
and includes provisions to phase the enhancements in over a four year
period. Full implementation will occur in 2003-04 and Article VII
language provides for the following:
-- Increase in the maximum TAP awards from $4,125 to $5,000 for
freshman in 2000-01, freshman and sophomores in 2001-02,
freshman, sophomores and juniors in 2002-03 and all students in
2003-04;
-- Increase the cap on TAP awards from 90 percent of tuition
expenses to 95 percent of tuition expenses in the 2000-2001
academic year. In the 2001-2002 academic year, the tuition cap
is eliminated to allow maximum TAP award to provide for 100
percent of tuition expenses.
-- Increases the minimum TAP awards in 2000-01 and 2001-02 from
$275 to $425 for students with incomes below $60,000; provides
a new minimum award of $325 for students with incomes between
$60,000 and $70,000 and a new minimum award of $275 for students
with incomes between $70,000 and $80,000. All students with
incomes below $80,000 will be eligible to receive a minimum TAP
award of $500 in 2002-03; and
-- Lowers the reduction in the TAP award provided to juniors and
seniors, from $200 to $150 in the 2000-2001 academic year, and
to $100 in the 2001-2002 academic year and thereafter.
In addition, the Legislature rejects the Executive proposal to
eliminate the current law provision which allows students to remain
in good academic when transferring to another institution or through
the readmission to another institution of higher education after an
absence of at least one year.
The Legislature directs the Chancellor of the State University of New
York in consultation with the President of the Higher Education
Services Corporation to develop and submit to establish a plan of a
pilot program to provide TAP for part-time students at SUNY. The plan
shall be submitted to the Legislature and the Division of Budget no
later than December 1, 2000.
