LEGISLATIVE ACTION
The Legislature increases General Fund Aid to Localities
appropriations by $4,370,000. This increase includes $1,900,000 for
the Neighborhood Preservation Program and $729,000 for the Rural
Preservation Program in order to increase the annual contract awards
for neighborhood preservation and rural preservation companies. The
Legislature also requires that, from these amounts, not less than
$150,000 be provided to the Neighborhood Preservation Coalition and
not less than $150,000 be provided to the Rural Housing Coalition.
The Legislature increases Capital Projects appropriations by
$15,000,000 to provide additional funding for various existing housing
capital programs.
The Legislature increases Special Revenue-Federal Aid to Localities
appropriations by $58,000,000 and increases Special Revenue-Other
State Operations appropriations by $1,950,000 to reflect the State`s
administration of the federal Department of Housing and Urban
Development Small Cities Community Development Block Grant Program.
The Legislature reestablishes first instance General Fund financing
for the Rent Administration Program.
Article VII
The Legislature concurs with the Executive proposal to remove the
statutory limitation on reimbursements made by New York City for a
portion of the costs of State administration of the rent regulation
system.
The Legislature approves legislation establishing a Small Cities
Community Development Block Grant Program Advisory Committee to
consult with the Housing Trust Fund Corporation on the application and
award process in conjunction with the submission of the Small Cities
Community Development Block Grant Program Action Plan to the federal
Department of Housing and Urban Development prior to making awards.
The Legislature provides for the extension of certain public housing
authorities to continue to receive State subsidies by extending the
maximum term for their public housing subsidy contracts from 50 to 60
years.
