The Legislature includes language to ensure that the State is                  
reimbursed for the $52 million advance appropriation for New York              
City`s share of construction costs of the Hudson River Park.  In the           
event that New York City does not repay their debt to the State, the           
language allows the State Comptroller to withhold such funds from the          
next succeeding State per capita assistance payment to New York City.
