SUBJECT:

Department of Motor Vehicles Driver's License Issues

PURPOSE:

To examine the process by which the New York State Department of Motor Vehicles verifies the Social Security Numbers (SSNs) of current licensees.

Pursuant to a federal mandate, New York State's Vehicle and Traffic Law contains a provision requiring persons applying for a New York State driver's license to submit their SSN as part of their license application. Recently, DMV began a process to verify the SSNs of every current licensee. Whenever a discrepancy appeared, DMV sent a letter to the licensee requiring him or her to verify their SSN within fifteen days of receipt of the letter, or risk having their drivers' licenses revoked.

This hearing is intended to examine DMV's process for verifying driver SSNs, as well as to provide the Assembly Transportation Committee with information about the impact of this process on residents of the State and to give interested parties an opportunity to comment on this issue.

Persons wishing to present pertinent testimony to the Committee at the above hearing should complete and return the enclosed reply form as soon as possible. It is important that the reply form be fully completed and returned so that persons may be notified in the event of emergency postponement or cancellation.

Oral testimony will be limited to 10 (ten) minutes' duration. In preparing the order of witnesses, the Committee will attempt to accommodate individual requests to speak at particular times in view of special circumstances. These requests should be made on the attached reply form or communicated to Committee staff as early as possible.

Ten copies of any prepared testimony should be submitted at the hearing registration desk. The Committee would appreciate advance receipt of prepared statements. In order to further publicize these hearings, please inform interested parties and organizations of the Committee's interest in hearing testimony from all sources.
