Palmesano: Monterey Shock Has Proven It Saves Lives And Taxpayer Dollars
Statement by Assemblyman Phil Palmesano (R,C,I-Corning)
The well-established and documented success of Monterey Shock Correctional Facility in Schuyler County and its proven reduction of recidivism rates has saved taxpayers millions. Not only has the program been an asset to taxpayers, but it has provided new hope and changed the lives of so many who have graduated from the program. The Shock program at Monterey has been so effective over the past 25 years because of the dedicated staff and administration, past and present, which have worked so tirelessly to create such a unique and successful program. Last year, Monterey celebrated the 25th anniversary of this long-established history and tradition of changing lives, saving taxpayer dollars and reducing the crime rate in New York State.
I understand the need to save taxpayer dollars and consolidate facilities, but this announcement comes as another blow to our rural region, as did the plan to close the Elmira Psychiatric Center’s inpatient hospital only a few short weeks ago. This facility should not be closing, and I will continue to work with local leaders to make the case to Gov. Cuomo and his administration that we must look for a better way to improve efficiencies and find savings in our correctional system.
