Transportation Grants to Provide Service to Elderly Persons and Persons with Disabilities

NYS Department of Transportation

In January, the New York State Department of Transportation will initiate the annual cycle for the Federal Section 5310 Grant Program. Grants are available to eligible applicants to acquire buses to provide elderly persons and persons with disabilities with transportation services.

ELIGIBILITY: Private non-profit corporations, public bodies in rural counties who are approved by the Department of Transportation as the coordinator of transportation services for elderly persons and persons with disabilities, and public bodies in rural counties who can certify to the Governor that no non-profit corporations or associations are available in their area to provide these services are eligible.

FUNDING: Approximately $5 million is anticipated.

Federal Public Charter School Program Funds

NYS Education Department

The New York State Education Department announces competitive Federal Public Charter School Program funds for planning and implementation activities related to the establishment of new charter schools and the conversion of existing public schools into charter schools.

ELIGIBILITY: Potential charter school applicants, charter school applicants and established charter schools in New York state may apply.

FUNDING: It is anticipated that $4.2 million will be available.

DEADLINE: June 30, 2000.

Child Nutrition Programs

NYS Education Department

The New York State Education Department has been awarded a Team Nutrition Training Grant for the Child Nutrition Programs in the 1999-2000 school year. All the funds will be competitively available to eligible school food authorities through August 31, 2001.

The Nutrition Training Grants funds are designed to improve the health and education of children through better nutrition by having schools prepare and serve meals that are consistent with the Dietary Guidelines for Americans and certain nutritional standards.

The grants would enable all Team Nutrition schools participating in the National School Lunch Program and School Breakfast Program the opportunity to develop action-oriented, innovative training programs and materials for school personnel and students to continuously improve school meals and to develop sustaining partnerships with the community, media and parents that will support school nutrition programs. Interested schools can still apply to become Team Nutrition schools.

ELIGIBILTY: School districts, boards of cooperative educational services (BOCES) and private non-profit schools participating in the National School Lunch and School Breakfast programs are eligible.

FUNDING: $200,000.

The Community Action for Prenatal Care Initiative (CAPC)

NYS Department of Health – AIDS Institute

The New York State Department of Health, AIDS Institute announces funding for The Community Action for Prenatal Care Initiative. The goal of this project is to improve birth outcomes in three target areas of New York City (Bronx, Brooklyn and Manhattan) through the recruitment of high-risk pregnant women, including HIV-infected women, into a comprehensive care system. “High-risk pregnant women” refers to pregnant women at risk of late or no prenatal care.

The hallmark of this project is the mobilization and coordination of existing resources through the creation of the three community coalitions. Funding is available to support agencies that will lead the effort in each target area. Lead agencies will be responsible for coordinating the activities of the community coalition, in particular, the implementation of a comprehensive prenatal care recruitment strategy for high-risk women and the organization of an integrated referral system which meets the needs of these women and includes case management programs to ensure their continued care.

ELIGIBILITY: Private, non-profit, community-based organizations including: health and human service organizations, licensed public or voluntary health care facilities, substance abuse treatment and mental health service providers, or a consortium of such providers with experience in providing or coordinating care and support services for the target population.

FUNDING: Three awards will be funded, averaging $200,000 each.

W.E.B. DuBois Fellowship Program

U.S. Department of Justice

Through the W.E.B. DuBois Fellowship Program, the National Institute of Justice (NIJ), Department of Justice, seeks to advance the field of knowledge with respect to the confluence of crime, justice, and culture in various societal contexts. NIJ supports the investigation, analysis, and development of innovative approaches that enhance justice and advance public policy decision making on issues relating to crime, violence, and the administration of justice.

The DuBois Fellowship provides talented researchers with the opportunity to elevate independently generated research and ideas to the level of national discussion.

ELIGIBILITY: Applicants must hold a Ph.D. or other doctoral-level degree or a legal degree of J.D. or higher.

FUNDING: Individual fellowships will be funded up to $100,000 each.

DEADLINE: February 1, 2000.

Superfund Redevelopment Pilot Program

U.S. Environmental Protection Agency

In support of the Superfund Redevelopment Initiative, the Environmental Protection Agency will accept proposals for the Superfund Redevelopment Pilot Program. EPA is selecting pilot projects that will help local governments enhance their involvement in the Superfund decision-making process.

For each pilot, EPA intends to first offer Potentially Responsible Parties (PRPs) the opportunity to finance or provide services to local governments or communities for specified activities such as site reuse assessment and planning; facilitating stakeholder involvement; and public outreach related to predicting future land uses to the extent relevant to response selection or development of design specifications. If EPA provides the funding, local governments will be offered several types of program assistance, including funds through cooperative agreements, the availability of personnel under the Intergovernmental Personnel Act (IPA), and access to facilitation services.

ELIGIBILITY: To be eligible for funding, applicants and projects must meet the following criteria: the applicant is a political subdivision, a federally recognized Indian tribe, or a state; the applicant is not a Potentially Responsible Party (PRP) at the site, or, if liable, the applicant has a signed settlement agreement with EPA; and the site is on or being considered for the National Priorities List.

FUNDING: Each pilot may receive up to $100,000 of EPA funding.

Brownfields Job Training and Development Demonstration Pilots

U.S. Environmental Protection Agency

The United States Environmental Protection Agency announces funding for the Brownfields Job Training and Development Demonstration Pilots. These funds are to be used to bring together community groups, job training organizations, employers, investors, lenders, developers, and other affected parties to address the issue of providing training for residents in communities impacted by brownfields.

The goals of the pilots are to facilitate cleanup of brownfields sites contaminated with hazardous substances and prepare trainees for future employment in the environmental field. The pilot projects must prepare trainees in activities that can be usefully applied to a cleanup employing an alternate or innovative technology.

ELIGIBILITY: Colleges, universities, non-profit training centers, community-based job training organizations, states, cities, towns, counties, U.S. Territories, and Federally recognized Indian tribes are eligible to apply.

FUNDING: Pilots will be funded up to $200,000 each.

Pollution Prevention Information Network

U.S. Environmental Protection Agency

The United States Environmental Protection Agency is funding grant proposals supporting a nation-wide network of pollution prevention information providers. The Pollution Prevention Act provides funds to states to strengthen the efficiency and effectiveness of state technical assistance programs in providing source reduction information to businesses. These funds will be targeted for applicants that are willing to work as part of a collective service providing pollution prevention information to state and local governments’ technical assistance providers. Grantees will collect, organize and disseminate pollution prevention information, make their information available electronically, publicly report use of their information services, and utilize state representatives to guide and evaluate their information services as part of a nationwide resource.

ELIGIBILITY: State governments, state programs or departments, as well as other state institutions, such as universities are eligible.

FUNDING: Approximately $1 million is expected.

Migrant Child Labor Demonstration Grants

U.S. Department of Labor

The United States Department of Labor (DOL), Employment and Training Administration (ETA) announces a Solicitation for Grant Applications (SGA) to develop and pilot three to four demonstrations nationally that offer improved educational and alternative work experience opportunities for migrant farmworker youth. These demonstrations should be designed to reduce incentives for migrant farmworker youth to perform agricultural work under any one or combination of the following conditions: in situations that may lead to child labor violations of agriculture workplace rules; during scheduled school session; or in lieu of summer school attendance needed to complete a grade advancement.

ELIGIBILITY: Current recipients of JTPA Section 402 or WIA 167 funds; public, private, or non-profit organizations may apply for these grants either individually or as a consortium of eligible applicants. Each proposal must contain a provision for participation by appropriate education agencies.

FUNDING: Approximately 3-4 awards are expected, with a total investment of approximately $5 million.
