TITLE OF BILL:
An act to amend the environmental conservation law, in relation to
authorizing the installation of surveillance cameras
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this
bill is to permit local sanitation departments to install and use secu-
rity cameras in order to help enforcement officers identify and fine
individuals who have engaged in illegal dumping.
 
SUMMARY OF PROVISIONS:
Section l - Section 27-0107 of the environmental conservation law is
amended by adding a new subdivision 1-a to read as follows:
1-a. Any municipal agency having authority over local sanitation or
waste management may install surveillance cameras and review such camera
footage to help identify individuals who have engaged in illegal dump-
ing.
Section 2 is the effective date

JUSTIFICATION:
Illegal dumping has presented a serious sanitation and quality of life
issue in our neighborhoods. Presently, individuals are dumping household
trash both inside and next to trash bins on sidewalk, which causes odor
issues and presents a serious quality of life issue within the communi-
ty. This bill would allow any municipal agency with authority of local
sanitation to install security cameras in order to help identify, deter
and fine offenders.

The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 27-0107 of the environmental conservation law is
2 amended by adding a new subdivision 1-a to read as follows:
