  TITLE OF BILL: CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to article 1 of the constitution, in relation to defining a person to include a member of the species homo sapiens, at fertilization, and at any stage of biological development   PURPOSE OR GENERAL IDEA OF BILL: CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to article 1 of the constitution, in relation to defining a person to include a member of the species homo sapiens, at fertilization, and at any stage of biological development   SUMMARY OF PROVISIONS: Section 1-1 Section 1. Resolved (if the concur), That article 1 of the constitution be amended by adding a new section 19 to read as follows: The words "person", "human", and "human being" mean a member of the species homo sapiens at any stage of biological development beginning at the moment of fertilization regardless of age, health, level of func- tioning, or condition of dependency. The inalienable right to life of every human being at any stage of development must be protected.   DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE): Click here to enter text.   JUSTIFICATION: Based on the Science, A heartbeat can be detected six days after conception. A heartbeat being a sign of life and being that all life is precious, we must recognize the Personhood of all New Yorkers including the unborn.                     CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
 
        proposing  an amendment to article 1 of the constitution, in relation to

     1    Section  1.  Resolved  (if  the  Senate concur), That article 1 of the
     2  constitution be amended by adding a new section 20 to read as follows:
