  TITLE OF BILL: An act directing the department of health to conduct a study on the number of accidents involving non-electric bikes, electric bikes and electric scooters resulting in an individual receiving emergency medical services at a hospital   PURPOSE OR GENERAL IDEA OF BILL: directs the department of health to conduct a study on the number of accidents that involving non-electric, electric bikes and electric scooters which result in an individual receiving emergency medical services at a hospital.   SUMMARY OF PROVISIONS: Section 1. The department of health in consultation with hospitals in the state shall conduct a study on the number of accidents involving non-electric bikes, electric bikes and electric scooters which result in an individual receiving emergency medical services at a hospital.   JUSTIFICATION: One of the most notable trends in transportation has been the increase in electrically powered two-wheeled vehicles. The increase has had many benefits including replacing automobile traffic with less polluting electric vehicles. This increase has also brought an increased percep- tion on the part of pedestrians aware of the risk of injury from e-bikes. Currently there is no formal data-collection process or any designed and implemented study that would quantify the risk to pedestri- ans that could be greater with the increase in this mode of transporta- tion or what factors might account for an increased risk if there is one.   PRIOR LEGISLATIVE HISTORY: 2023-24: A7340 Simon -referred to health   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: To be determined   EFFECTIVE DATE: the act shall take effect immediately

        AN ACT directing the department of health to  conduct  a  study  on  the
          number  of  accidents involving non-electric bikes, electric bikes and
          electric scooters  resulting  in  an  individual  receiving  emergency
          medical services at a hospital

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The department of health, in consultation with hospitals in
     2  the state, shall conduct a study on the number  of  accidents  involving
     3  non-electric  bikes, electric bikes and electric scooters which resulted
     4  in an individual receiving emergency medical services at a hospital.
     5    § 2. Such study shall include, but not be limited to,  the  number  of
     6  individuals  at  each  hospital  within the prior year who have received
     7  emergency health services as a result of an accident involving a  non-e-
     8  lectric bike, electric bike or electric scooter.
     9    §  3.  Upon  completion of such study, but no later than one year from
    10  the effective date of this act, the department of health shall  issue  a
    11  report based on the findings of such study to the temporary president of
    12  the senate, the speaker of the assembly, and the governor.
    13    § 4. This act shall take effect immediately.
