TITLE OF BILL:
An act to amend the administrative code of the city of New York, in
relation to limiting excess rate changes for parking garages
 
PURPOSE:
This bill prohibits excessive price increases in New York City parking
garages and lots.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section one amends the administrative code of the city of New York by
adding a new subdivision to section 20-324.
Section two establishes the effective date.
 
JUSTIFICATION:
When New York City's congestion pricing plan begins, vehicles driving
into the "Central Business District", 60th Street and below, will be
subject to a fee. In an effort to avoid the imposed congestion fees,
many commuters who drive cars may turn to parking garages in the city
above 60th Street. Bad actors may try to take advantage of the new
demand for parking and dramatically increase prices for parking lots and
garages, particularly near public transit. This legislation would
prevent parking lot and garage operators from raising their rates by
more than ten percent in a twelve-month period.

The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 20-324 of the administrative code of the city of
2 New York is amended by adding a new subdivision d to read as follows:
3 d. Any licensee who maintains, conducts or operates a parking lot or
4 garage is prohibited from increasing its schedule of rates by greater
5 than ten percent over a twelve month period.
6 § 2. This act shall take effect immediately.
