NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A3776

SPONSOR: Burke
TITLE OF BILL: An act in relation to establishing the New York Ireland trade commission   PURPOSE OR GENERAL IDEA OF BILL: This bill would establish the New York-Ireland Trade Commission with the goal of advancing bilateral trade, investment and business between New York State and Ireland.   SUMMARY OF PROVISIONS: Section 1 states that the department of state shall establish the New York Ireland trade commission, the members of which shall be appointed by the temporary president of the senate, the speaker of the assembly, and the governor, and must include at least one member of a higher educational institution, at least one member from a chamber of commerce, and at least two public members representing Irish-American communities, neither of whom shall be members of the same political party. The appointees shall be unpaid and shall meet and hold hearings at places the commission shall designate. Section 2 grants the governor the authority to designate chairs and co-chairs among the commission's members. Section 3 states that the purpose of the commission shall be to advance trade, investment, business, and commerce between New York and Ireland, and to initiate joint action between New York and Ireland when applicable. The commission shall report its findings to the governor and the legislature within one year of its first meeting, and then submit annual findings every year following.   JUSTIFICATION: New York and Ireland share a unique and enduring bond, with many New Yorkers tracing their ancestry to Irish immigrants who fled British persecution and famine. Preserving and strengthening this relationship is vital, particularly through bilateral trade. This bill proposes the establishment of a New York-Ireland Trade Commission, dedicated to fostering communication and promoting commerce between our two regions, ensuring this special connection continues to thrive.   PRIOR LEGISLATIVE HISTORY: 12/13/23 referred to governmental operations 01/03/24 referred to governmental operations   EFFECTIVE DATE: Immediately
