TITLE OF BILL:
An act to amend the environmental conservation law, in relation to
enacting the "come home to hunt act"
 
PURPOSE OR GENERAL IDEA OF BILL:
To allow for the sale of two-day non-resident hunting licenses
 
SUMMARY OF PROVISIONS:
Section 1. Title
Section 2. Section 11-0701 of the Environmental Conservation Law is
amended by adding a new subdivision 10, allowing for a two-day non-resi-
dent hunting license
Section 3 Paragraph b of subdivision 3 of section 11-0715 of the Envi-
ronmental Conservation Law is amended by adding a new subparagraph 9,
setting the price of a two-day non-resident hunting license at $40.00.
Section 4. Effective date
 
JUSTIFICATION: This legislation would encourage hunters living out of
state to visit New York during hunting season, by offering them a two-
day temporary license. The full price of $100 is often cost-prohibitive
for those considering a weekend trip to New York. Bringing hunters to
New York would have a positive economic impact on rural communities, as
the hunters would be spending money in local establishments and hotels.

AN ACT to amend the environmental conservation law, in relation to
enacting the "come home to hunt act"
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Short title. This act shall be known and may be cited as
2 the "come home to hunt act".
3 § 2. Section 11-0701 of the environmental conservation law is amended
4 by adding a new subdivision 10 to read as follows:
5 10. A two-day non-resident hunting license entitles a non-resident
6 holder to hunt domestic game bird, migratory game bird, big game, and
7 small game, as provided in title nine of this article, for the two
8 consecutive days specified by such license.
9 § 3. Paragraph b of subdivision 3 of section 11-0715 of the environ-
10 mental conservation law is amended by adding a new subparagraph 9 to
11 read as follows:
12 (9) Two-day non-resident hunting license $40.00
13 § 4. This act shall take effect immediately.
