A05190 Memo:

NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A5190

SPONSOR: Lemondes
TITLE OF BILL: An act to amend the correction law, in relation to the identification of correction officers   PURPOSE OR GENERAL IDEA OF BILL: To identify correction officers by their badge number instead of their names.   SUMMARY OF PROVISIONS: Section 1 amends the correction law by adding a new section no longer requiring correction officers to display their names. Correction offi- cers will now be identified by their badge number alone. Section 2 provides the effective date.   JUSTIFICATION: This bill intends to improve safety for corrections offices working with our prisoner population by removing the officers name tags and having them identified by badge number only. This enhances personal security for the officers by making it more difficult for inmates or their agents to surveil officers and their families on and off duty. This is espe- cially important for female officers who often experience higher levels of harassment from inmates than male colleagues. Although this measure is not foolproof, it will make it exceptionally more difficult for inmates to obtain personal information about officers; thereby reducing risk to officers.   PRIOR LEGISLATIVE HISTORY: 05/24/24 referred to correction   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None   EFFECTIVE DATE: This act shall take effect on the sixteenth day after it shall have become a law.
