MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

  TITLE OF BILL: An act to amend the executive law, in relation to establishing October seventh of each year as a day of commemoration known as "October 7th Remembrance Day"   PURPOSE: This bill designates October seventh as October 7th Remembrance Day.   SUMMARY OF PROVISIONS: Section one amends subdivision 3 of section 168-a of the executive law to declare the seventh of October a day of commemoration in each year, to be known as October 7th Remembrance Day. Section two establishes the effective date.   JUSTIFICATION: October 7th, 2023, marked the darkest, most murderous day in history for the Jewish people since the Holocaust. The October 7th massacre occurred on the most joyous day of the Jewish calendar, the last day of Sukkot, known in Hebrew as Simchat Torah. Following the recent acts of hatred and violence against the Jewish Community,,it is critical that we stand together to decry all forms of hate and bigotry in our communities and across this State, so we ensure that suffering on this scale truly never does happen again. The People of the State of New York should remain eternally vigilant against all tyranny and recognize that bigotry provides a breeding ground for tyranny to flourish. October 7th Remem- brance Day, has been set aside in Israel, in remembrance of the victims of these tragic events, and for reminding New Yorkers, all Americans, and people around the world of what can happen to civilized people when bigotry, hatred, and indifference reign. The Jewish people suffered a great tragedy on October 7th 2023 when Hamas terrorists and their help- ers murdered, abused, and kidnapped, thousands of Jews and their neigh- bors in Israel. The tragedy of October 7th 2023 evoked the historical suffering of the Jewish people over many millennia and the people of the state of New York acknowledge, memorialize, and condemn the tragedy of October 7th 2023. It is critically important to remember the events of October 7th, to ensure that the events shall "never again" happen, as has been the rallying cry among the Jewish people. Therefore, this bill makes the appropriate addition of October 7th as an official day of commemoration in New York State.   LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately.

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Subdivision  3  of section 168-a of the executive law, as
     2  amended by chapter 542 of the laws  of  2024,  is  amended  to  read  as
     3  follows:
     4    3.  The  following  days  shall be days of commemoration in each year:
     5  January sixth, to be known as "Haym Salomon  Day",  January  twenty-sev-
     6  enth, to be known as "Holocaust Remembrance Day", February fourth, to be
     7  known  as "Rosa Parks Day", February fifteenth, to be known as "Susan B.
     8  Anthony Day", February sixteenth, to be known as  "Lithuanian  Independ-
     9  ence  Day",  February  twenty-eighth, to be known as "Gulf War Veterans'
    10  Day", March fourth, to be known as "Pulaski Day", March  eighth,  to  be
    11  known  as  "International  Women's  Day",  March  tenth,  to be known as
    12  "Harriet Tubman Day", March twenty-ninth, to be known as "Vietnam Veter-
    13  ans' Day", April ninth, to be known  as  "POW  Recognition  Day",  April
    14  twenty-seventh,  to  be known as "Coretta Scott King Day", April twenty-
    15  eighth, to be known as "Workers' Memorial Day",  the  first  Tuesday  in

     2  11th Remembrance Day", September thirteenth, to be known as "John  Barry
     3  Day"  and  also to be known as "Uncle Sam Day in the State of New York",
     4  September  seventeenth,  to  be  known as "Friedrich Wilhelm von Steuben
     5  Memorial Day", the third Friday in September to be known  as  "New  York
     6  State  POW/MIA  Recognition  Day"  except  if such date of commemoration
     7  cannot be observed due to a religious holiday,  such  observances  shall
     8  then  be  conducted on the second Friday of September, the last Saturday
