NEW YORK STATE ASSEMBLY MEMORANDUM IN SUPPORT OF LEGISLATION submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A6121
SPONSOR: Lemondes

TITLE OF BILL:
An act to amend the executive law and the education law, in relation to
school resource officers

PURPOSE OR GENERAL IDEA OF BILL::
To place a trained state police school resource officer in every build-
ing in every school district throughout New York State at the request of
the board of education, trustees, or Chancellor of the city school
district of the city of New York, in order to ensure the safety of all
school children throughout New York State.

SUMMARY OF PROVISIONS::
Section 1: adds section 235 to the executive law to establish a school
resource officer unit on school grounds
Section 2: adds section 2801-c to the education law to give school offi-
cials jurisdiction over the school resource offer program
Section 3: provides the effective date

JUSTIFICATION::
School violence, an issue suddenly thrust into the public eye with the
1999 Columbine massacre, has become much more widespread in recent
years. Innocent children, teachers, support staff, parents, and volun-
teers have been injured or killed in the time it has taken for a trained
officer to arrive on the scene. The presence of law enforcement within a
school building will not only allow for quicker response time, but will
serve as a deterrent to such heinous attacks. This bill provides an
opportunity for school leaders to place officers within their buildings
to serve as both a deterrent and an emergency responder if necessary.

PRIOR LEGISLATIVE HISTORY::
01/03/24 referred to education

FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS::
To be determined

EFFECTIVE DATE::
This act will take effect July 1,
