  TITLE OF BILL: An act directing the division of criminal justice services to expand the crimes against revenue program to all counties within the state   PURPOSE OR GENERAL IDEA OF BILL: Expands the Crimes Against Revenue Program (CARP) to all counties throughout the state.   SUMMARY OF PROVISIONS: Section 1: Directs the Division of Criminal Justice Services to include all counties in the Crimes Against Revenue Program. Section 2: Provides the effective date.   JUSTIFICATION: The Crimes Against Revenue Program (CARP) was established in 2004 to provide District Attorneys with the means to investigate and prosecute tax evasion and other financial crimes such within their jurisdictions. CARP has proven to be a self-sustaining program and has resulted in increased revenue for the state. Within the first six years of its establishment, DCJS invested 26.7 million dollars which resulted in 84.2 million dollars of revenue. While initially only the 13 counties with the highest income tax reven- ues received funding from CARP, the program has slowly been expanding to other counties. This bill will expand CARP to all counties throughout the state and allow District Attorneys to be better equipped to tackle tax evasion and other financial crimes within their jurisdictions.   PRIOR LEGISLATIVE HISTORY: 2023-24: A.10149   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:   EFFECTIVE DATE: This act shall take effect on the first of April next succeeding the date on which it shall have become a law.

        AN ACT directing the division of criminal justice services to expand the
          crimes against revenue program to all counties within the state
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The division of criminal justice services shall include  in
     2  the  crimes  against  revenue  program  each county within the state and
     3  shall provide funding to each such county.
     4    § 2. This act shall take effect on the first of April next  succeeding
     5  the date on which it shall have become a law. Effective immediately, the
     6  addition,  amendment  and/or  repeal of any rule or regulation necessary
     7  for the implementation of this act on its effective date are  authorized
     8  to be made and completed on or before such effective date.
