  TITLE OF BILL: An act to amend the general business law, in relation to requiring oil companies to clean up spillage occurring during a delivery   PURPOSE OF BILL: Requires oil companies to clean up spillage occurring during a delivery.   SUMMARY OF SPECIFIC PROVISIONS: The general business law is amended by adding a new section 309 to read as follows: Any spillage occurring in the course of oil delivery shall be cleaned up by the oil delivery company within twenty-four hours. If the spill affects soil, the clean up shall include replacing the affected soil with new soil. Environmental disas- ters are no longer tolerated. All companies, including those who work with oil must take extra steps to. ensure that the environment will not be harmed. If something happens then the company must be held responsi- ble for the clean up. Oil is a hazardous substance that can kill trees and shrubbery when it seeps into the ground. We must do everything possible to provide a clean and safe environment.   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect on the thirtieth day after it shall have become a law.

        AN ACT to amend the general business law, in relation to  requiring  oil

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The general business law is amended by adding a new section
     2  309 to read as follows:
     3    § 309. Oil delivery spillage. Any spillage occurring in the course  of
     4  oil  delivery  shall  be  cleaned  up by the oil delivery company within
     5  twenty-four hours.  If the spill affects soil the clean up shall include
