  TITLE OF BILL: An act to amend the education law, in relation to including menstrual disorders in the health education curriculum in public schools   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to increase awareness and education about menstrual disorders, particularly endometriosis, which impacts roughly 1 in 10 women.   SUMMARY OF PROVISIONS: Section 1. Adds Section 804-e to the education law, giving power to the commissioner to promulgate rules and regulations for instruction on menstrual disorders, including endometriosis, and guidance on what curriculum should cover. Section 2. Establishes the enacting clause.   JUSTIFICATION: The purpose of this bill is to increase awareness for endometriosis and other menstrual disorders impacting women which are often overlooked. Endometriosis is a condition that causes extra tissue growth around the uterus and often leads to infertility, impacting roughly 1 in 10 women in America. However, despite the large number of people impacted by this disorder, it often gets overlooked or misdiagnosed by medical profes- sionals and the average time to diagnosis is 7-10 years'. Many are unaware endometriosis exists. This bill aims to increase awareness by giving the Commissioner of Education the power to create health curric- ulum instruction covering menstrual disorders and provides general guid- ance on what curriculum should include, like the importance of menstrual health.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None   EFFECTIVE DATE: This act shall take effect on the first of July next succeeding the date on which it shall have become a law. 1 https://www.endofound.org/endometriosis-a-to-z. 2 https://www.whointinews-room/fact-sheets/detailiendometriosis

        AN  ACT  to  amend the education law, in relation to including menstrual
          disorders in the health education curriculum in public schools
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. The education law is amended by adding a new section 804-e
     2  to read as follows:
     3    § 804-e. Health education; menstrual disorders. The  commissioner  may
     4  promulgate  rules  and  regulations for a health education curriculum to
     5  include instruction regarding menstrual  disorders,  including  but  not
     6  limited  to,  endometriosis. The contents of such curriculum may include
     7  information regarding the timing, signs and  symptoms  of  endometriosis
     8  and  other  menstrual  disorders; the importance of menstrual health and
     9  its impacts on one's physical, emotional,  social,  and  academic  life;
    10  basic  statistics  on  endometriosis and other menstrual disorders; best
    11  practices on how to be one's own healthcare  advocate;  basic  treatment
    12  options  for  endometriosis  and  other  menstrual  disorders; and other
    13  information deemed necessary by the commissioner.
    14    § 2. This act shall take effect on the first of July  next  succeeding
    15  the date on which it shall have become a law.
