  TITLE OF BILL: An act to amend the New York State urban development corporation act, in relation to certain grants for assistance to provide advanced manufacturing employers with a competitive workforce   PURPOSE OF BILL: To provide state funding through New York State urban development corporation to educational institutions, not-for-profits, industry public-private partnerships, and individuals for training and certification needed to enter the field of advanced manufacturing.   SUMMARY OF PROVISIONS: Section one of this bill would amend section 16m of section 1 of chapter 174 of the laws of 1968, constituting the New York State urban development corporation act, by adding a new para- graph, (o).   JUSTIFICATION: The legislation is aimed at filling what many refer to as a "middle-skills gap," where positions require specific skill set that you cannot get from a traditional 2 or 4 year degree program. Unfortunately federal and state funding is not available for noncredit certificate programs. Specialty training courses in advanced manufacturing can run upward of $5,000 each. And many who are looking for a good paying job or to start a new career are deterred because of the cost, especially those who are unemployed, under employed or still in high school. Many businesses say the lack of skilled workers is a growing problem. The funding for this legislation would come from the Empire State Fund. The Empire State Development Corporation will determine what will quali- fy as an "advanced manufacturing" certificate and award the funds, with preference being given to programs that foster local and regional publ- ic-private partnerships.   LEGISLATIVE HISTORY: New Bill   FISCAL IMPLICATIONS: TBD   EFFECTIVE DATE: Immediately.

        AN ACT to amend the New York State urban development corporation act, in
          relation to certain grants for assistance to provide advanced manufac-
          turing employers with a competitive workforce
 

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Subdivision 1 of section 16-m of section 1 of chapter 174
     2  of the laws of 1968, constituting the New York state  urban  development
     3  corporation  act,  is  amended  by adding a new paragraph (o) to read as
     4  follows:
     5    (o) Grants  to  educational  institutions,  not-for-profits,  industry
     6  public-private  partnerships,  and individuals for assistance leading to
     7  appropriate training and certification to enter the advanced manufactur-
     8  ing field and to provide advanced manufacturing employers with a compet-
     9  itive workforce. The corporation  shall  create  criteria  for  eligible
    10  applicants  including  preference  for  programs  that  foster local and

    11  regional public-private partnerships and offer training in  an  industry
    12  recognized  program  and/or  certification program that demonstrates the
    13  prospective employee's readiness, upon completion  of  the  program,  to
    14  enter the desired field with the required knowledge of advanced manufac-
    15  turing equipment and processes.
    16    §  2. This act shall take effect immediately; provided that the amend-
    17  ments to section 16-m of section 1 of chapter 174 of the laws  of  1968,
    18  constituting  the New York state urban development corporation act, made
    19  by section one of this act shall  not  affect  the  expiration  of  such
    20  section and shall be deemed to expire therewith.
