TITLE OF BILL:
An act in relation to authorizing Heath A. Wadhams to take the compet-
itive civil service examination for the position of police officer and
be placed on the eligible list for employment as a full-time police
officer for the village of Palmyra
 
PURPOSE:
To provide the Village of Palmyra with the opportunity to offer Heath A.
Wadhams a full-time position with the village police department upon his
satisfactory performance on the relevant civil service examination.
 
SUMMARY OF PROVISIONS:
Section 1: Deems Mr. Wadhams eligible to sit for the competitive civil
service examination for police officer and, contingent on his score,
shall be eligible to be placed on the list for appointment as a full-
time police officer for the Village of Palmyra.
Section 2: Requires the candidate to be subject to all other relevant
provisions of the civil service law regarding police officers.
Section 3: Provides the effective date.
 
JUSTIFICATION:
Heath A. Wadhams currently serves as a part-time police officer for the
Palmyra Police Department. Mr. Wadhams has expressed interest in transi-
tioning to a new role as a full-time police officer but is currently
unable to do so due to the age limit provided by the civil service law.
Despite the change to the maximum age limit included in the FY2026 budg-
et, Mr. Wadhams will continue to be ineligible to sit for the required
civil service exam as he is over the age of 43 years old. This legis-
lation has been requested by the Village of Palmyra Police Chief and
would allow Mr. Wadhams to test for the full-time position.

AN ACT in relation to authorizing Heath A. Wadhams to take the compet-
itive civil service examination for the position of police officer and
be placed on the eligible list for employment as a full-time police
officer for the village of Palmyra
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Notwithstanding the provisions of section 58 of the civil
2 service law, including the age requirements under paragraph (a) of
3 subdivision 1 of such section, or any other provision of law to the
4 contrary, Heath A. Wadhams, who has been continuously employed by the
5 village of Palmyra, in the county of Wayne, as a part-time police offi-
6 cer, shall be eligible to take the competitive civil service examination
7 for the position of police officer and shall, contingent upon his score
8 on such examination, be eligible to be placed on the eligible list for
9 appointment as a full-time police officer with the village of Palmyra
10 police department.
11 § 2. Heath A. Wadhams shall otherwise be subject to the merit and
12 fitness provisions of the civil service law applicable to full-time
13 police officers.
14 § 3. This act shall take effect immediately.
