TITLE OF BILL:
An act to amend the highway law, in relation to dedicating a portion of
the state highway system to Assembly Member Bobby D'Andrea
 
PURPOSE:
This bill dedicates the bridge crossing interstate 87 on Union Avenue in
Saratoga Springs to the late Assembly Member Bobby D'Andrea.
 
SUMMARY OF PROVISIONS:
Section 1 dedicates the bridge on State Route 9P crossing Interstate 87
in Saratoga Springs to the late Assembly Member Bobby D'Andrea.
Section 2 provides for signage but specifies that the official name of
the bridge, BIN 1007069, will not be changed.
Section 3 provides an effective date.
 
JUSTIFICATION:
Assembly Member Bobby D'Andrea was a much beloved businessman, civic
leader and Member of the Assembly for Saratoga Springs and surrounding
communities. This bill would dedicate the bridge on the Union Avenue
gateway into Saratoga Springs to Assembly Member D'Andrea, who passed
away at the age of 92 in March 2025. He was an active participant in his
community as an entrepreneur who owned and operated the Kaydeross Amuse-
ment Park for 30 years, a county supervisor representing Saratoga
Springs, the president of the Principessa Elena Society, the director of
the Saratoga Lake Association, the chair of the Fort Hudson Foundation,
the president of the United Community Fund and the president of the
Saratoga County Task Force on Alzheimer's Disease. He represented the
city of Saratoga Springs, the Saratoga County towns of Wilton, Moreau,
Corinth, Saratoga, and Northumberland, and all of Washington County in
the New York State Assembly for an incredible 14 terms, from 1974 to his
retirement in 2001. A man of great compassion, optimism, and determi-
nation, Assembly Member Bobby D'Andrea's legacy extends far beyond his
accomplishments as a public servant. His compassion, his sincere concern
for others, his integrity and his motivation to give of his time and
energy stands as a beacon for those who aspire to serve their communi-
ties.

AN ACT to amend the highway law, in relation to dedicating a portion of
the state highway system to Assembly Member Bobby D'Andrea
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The highway law is amended by adding a new section 344-r to
2 read as follows:
3 § 344-r. Portion of the state highway system to be dedicated to Assem-
4 bly Member Bobby D'Andrea. All that portion of the state highway system
5 constituting bridge number 1007069, located on Union Avenue, state route
6 9P, crossing interstate 87 in the city of Saratoga Springs, county of
7 Saratoga, shall be dedicated to Assembly Member Bobby D'Andrea.
8 § 2. The commissioner of transportation shall provide for the instal-
9 lation and maintenance of adequate signing of the state highway system
10 as dedicated pursuant to section one of this act, provided that such
11 signing shall state "Bridge Dedicated to Assembly Member Bobby
12 D'Andrea". However, to avoid confusion and to limit any possible
13 disruption of commerce, the dedication called for pursuant to section
14 one of this act shall be one of ceremonial nature and the official name
15 of such bridge shall not be changed as a result of this act.
16 § 3. This act shall take effect immediately.
