  TITLE OF BILL: An act to amend the executive law, in relation to requirements of the annual report from the division of minority and women's business devel- opment   PURPOSE: Relates to the requirements of the annual report from the division of minority and women's business development   SUMMARY OF SPECIFIC PROVISIONS: Section one of the bill amends section 315 of the executive law to • require the annual report of the division of minority and women's busi- ness development to include information on each contract identifying whether it is a contract for goods or services; whether the contract was awarded to a certified minority-owned business enterprise or a certified women-owned business enterprise; the name and business address of prime contractors and subcontractors providing services under such contract; and the dollar value of such contract. Language in this section would also require the report to include data on new certifications and recer- tifications that includes the basis for denials as well as the average length of time to determine a denial. Section 2 is the effective date.   JUSTIFICATION: This bill would require the Division of Minority and Women's Business Development to report on their contracts in a more detailed manner which would allow data to be sorted and reviewed more substantively. More information will also be required regarding the certifications and recertifications including the basis for any denials and the average length of time to determine a denial. This expansion of data require- ments disaggregated by minority group and gender will help to ensure a comprehensive analysis of the division's data and improve the function- ality of the program.   LEGISLATIVE HISTORY: 03/14/24referred to governmental operations 2023 - S.3605; Veto101 2021-22: S694A; Passed Senate 2019-20: S.2843; Referred to Finance   FISCAL IMPLICATIONS: TBD.   EFFECTIVE DATE: This act shall take effect immediately.
