  TITLE OF BILL: An act to amend the social services law, in relation to authorizing Medicaid coverage to disabled persons attending an out-of-state college or university who are in need of continuous medical care   PURPOSE: This bill ensures that disabled New York State residents who receive Medicaid health insurance can continue to receive such benefits while they are furthering their education at out-of-state colleges and univer- sities.   SUMMARY OF SPECIFIC PROVISIONS: Section one amends section 366 of the social services law by adding new subdivision 16. Section two sets forth the effective date.   JUSTIFICATION: Disabled New Yorkers seeking to enroll in institutions of higher learn- ing face additional impediments to finding an appropriate location to study. These choices could be expanded if those eligible for Medicaid payments could continue to receive these benefits while enrolled in an out-of-state academic institution.
