  TITLE OF BILL: CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to section 1 of article 4 of the constitution, in relation to term limits for the office of governor and lieutenant-governor   PURPOSE OR GENERAL IDEA OF BILL: This legislation would amend section 1 of article 4 of the constitution, in relation to term limits for the office of governor and lieutenant- governor   SUMMARY OF PROVISIONS: This legislation would amend section 1 of article 4 of the constitution, in relation to term limits for the office of governor and lieutenant- governor.   JUSTIFICATION: There is overwhelming public support for term limits. Those who support term limits believe it would increase turnover in the legislature and inject fresh perspectives and ideas into the political process. Term limits are also more likely to result in a citizen legislature, where individuals serve for a period of time before returning to their prior careers or moving on to another.   PRIOR LEGISLATIVE HISTORY: 2023-2024: A.9095 - Opinion referred to judiciary   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None.   EFFECTIVE DATE: This amendment to the State Constitution would be referred to the first regular legislative session convening after the next succeeding general election of members of the Assembly and Senate.-If approved, this amend- ment would be submitted to voters at the•next general election.
