  TITLE OF BILL: An act to amend chapter 618 of the laws of 1998, amending the general municipal law and the education law relating to disposal of surplus computer equipment by political subdivisions, in relation to the effec- tiveness thereof   PURPOSE OR GENERAL IDEA OF BILL:: The purpose of this bill is to provide a three year extension of chapter 618 of the laws of 1998, as amended by chapter 196 of the laws of 2022, relating to disposal of surplus computer equipment by political subdivi- sions.   SUMMARY OF PROVISIONS:: This bill extends chapter 618 of the laws of 1998, as amended by chapter 196 of the laws of 2022, for three years until July 1, 2028.   DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE): n/a   JUSTIFICATION: The enactment of chapter 618 of the laws of 1998 and the extensions granted enabled political subdivisions to donate surplus computer equip- ment through SED's C.R.E.A.T.E. Programs (§ 318 of education law). To date, hundreds of computers have been donated to local schools, libraries and other not-for-profit organizations. This bill will extend this law and allow local governments to continue to dispose of surplus computer equipment in a fair and equitable manner.   PRIOR LEGISLATIVE HISTORY:: 2022: A9146/S8338 (Otis/GAUGHRAN) signed 5/9/22, ch 196 2019: A6665/S5409 (Otis/MARTINEZ) signed 7/3/19, ch. 60 2016: A10022/S7869 (Otis/MARTINEZ) signed 6/30/16 ch. 79   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:: None   EFFECTIVE DATE:: This act shall take effect immediately and shall expire July 1, 2028 when upon such date the provisions of this act shall be deemed repealed.
