MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)   BILL NUMBER: A7333B SPONSOR: Lentol
TITLE OF BILL: An act to amend the criminal procedure law, in relation to providing jurisdiction to Queens county for cases arising from Rikers Island facilities   SUMMARY OF PROVISIONS: Section one amends the criminal procedure law by adding a new paragraph n, to subdivision 4 of section 20.40 that reads: (n) An offense committed at Rikers Island facilities shall be prosecuted by Queens county. Section two the bill is the effective date.   JUSTIFICATION: This bill will provide cost savings and management efficiencies for New York City as all crimes will be handled in the nearby Queens courts. This change will eliminate the need to drive inmates to the Bronx for prosecution which is considerably farther from Rikers. Additionally, since the opening of the Francis Buono bridge, Rikers island is only accessible by the public through Queens county.   LEGISLATIVE HISTORY: New Bill   FISCAL IMPLICATIONS: None,   EFFECTIVE DATE: This act shall take effect on January 1, 2016 and shall apply to prosecutions commenced on or after such effective date.
