TITLE OF BILL:
 
An act to amend the general business law, in relation to defining the
practice of esthetics to include eyebrow threading services
 
 
PURPOSE:
 
This bill defines the practice of esthetics to include eyebrow threading
services.
 
 
SUMMARY OF SPECIFIC PROVISIONS:
 
Section one amends subdivision 6 of section 400 of the general business
law.
 
Section two sets forth the effective date.
 
 
JUSTIFICATION:
 
As it stands, eyebrow threading is not a practice that is included with-
in the general business law definition of esthetics even though the
procedure is used to directly enhance the appearance of the face or
other parts of the body. The inclusion of eyebrow threading as an
esthetic practice will subject it to regulation that will protect the
health and safety of consumers, and ensure that its standards are on par
with other esthetic services.
