  TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to allowing authorized representatives to apply for identification cards   PURPOSE OR GENERAL IDEA OF BILL: To allow for applicants to apply for non-driver identification cards through an authorized representative.   SUMMARY OF PROVISIONS: Section 1 of the bill amends Section 490 of the Vehicle and Traffic Law to allow an applicants authorized representative to apply for a non-dri- vers identification card.   JUSTIFICATION: Under the current system, an applicant for a driver's license or a non- driver's identification card must apply in person at their local Depart- ment of Motor Vehicles (DMV) office. This presents a difficult and often insurmountable barrier for homebound people, as well as seniors and people with disabilities to obtain state ID, which can be necessary for essential travel and other purposes. Allowing applicants to apply for IDs through authorized representatives, as we can do for a whole host of other state programs, is a simple and easy way to make A.8167 (2021-22)   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Minimal.   EFFECTIVE DATE: This act shall take effect immediately
