  TITLE OF BILL: An act to amend the education law, in relation to authorizing the performance of certain dental hygiene services at voluntary foster care agency health facilities   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to amend Chapter 682 of the Laws of 2025 in order to effectuate the intent of the law.   SUMMARY OF SPECIFIC PROVISIONS: Section one of the bill would add voluntary foster care agency health facilities licensed pursuant to Article 29-I of the Public Health Law to the list of facilities established in the original chapter where dental hygienists are authorized to practice pursuant to a collaborative prac- tice agreement with a licensed dentist. Section two would make a technical change to Section 6608 of the Educa- tion Law. Section three would establish the effective date.   JUSTIFICATION: Chapter 682 of the Laws of 2025 expands the types of locations where dental hygienists can provide care pursuant to a collaborative practice agreement with a licensed dentist in order to increase access to dental treatment. Chapter 682 also provides further specifications for the collaborative practice agreements to ensure feasibility. This bill would add another type of location to those established in the original chapter and make a technical change to effectuate the intent of the law.   PRIOR LEGISLATIVE HISTORY: New bill,   FISCAL IMPLICATIONS: None to the State.   EFFECTIVE DATE: This bill would take effect on the same date and in the same manner as a chapter of the laws of 2025 amending the education law relating to registered dental hygienists working without supervision but within a collaborative practice agreement with a licensed dentist, as proposed in legislative bills numbers S. 3157 and A. 2341, takes effect.
