MEMORANDUM IN SUPPORT OF LEGISLATION

BILL NUMBER: A10081

TITLE OF BILL:
 
An act to amend the election law, in relation to authorizing the elec-
tronic submission of absentee ballots
 
 
PURPOSE:
 
The purpose of this bill is to establish an electronic absentee ballot
submission system through which applicants may return an absentee ballot
electronically or via electronic mail.
 
 
SUMMARY OF SPECIFIC PROVISIONS:
 
Section 1. Amends the election taw allowing submission of electronic
absentee ballots.
 
Section 2. Allows for the submission of the ballot by mail.

Section 3. Allows for the submission of the ballot electionically.
 
Section 4. Dictates that this act shall take effect on the first January
next succeeding the date on which it shall have become law.
 
 
JUSTIFICATION:
 
To increase voter participation and add parity to the process.
 
 
FISCAL IMPLICATIONS:
 
To be determined
 
 
LEGISLATIVE HISTORY:
 
New Bill.
 
 
EFFECTIVE DATE:
The first of January next succeeding the date on which it shall have
become law.
