TITLE OF BILL:
An act in relation to authorizing certain health care professionals
licensed to practice in other jurisdictions to practice in this state in
connection with the Milan Cortina Winter Olympic Games sliding sports
competitions, Lake Placid 2026; and providing for the repeal of such
provisions upon expiration thereof
 
PURPOSE:
To temporarily authorize certain health care professionals licensed or
certified in foreign jurisdictions, states, or territories to provide
professional services in New York State in connection with the Milan
Cortina Winter Olympic Games sliding sports competitions in Lake Placid
in 2026.
 
SUMMARY OF PROVISIONS:
Section 1 authorizes health care professionals licensed or certified by
a foreign government, including physicians, physician assistants, nurs-
es, emergency medical technicians, physical therapists, athletic train-
ers, and other specified practitioners, to provide professional services
within New York State without New York licensure or certification. Such
authorization is limited to providing services to athletes, coaches,
staff, and delegations originating from such foreign government in
connection with the Milan Cortina Winter Olympic Games sliding sports
competitions in Lake Placid 2026, and is limited to the period between
January 27, 2026 and February 25, 2026.
Section 2 authorizes health care professionals licensed or certified in
another state or territory of the United States, who are in good stand-
ing and appointed by the Olympic Regional Development Authority, to
provide professional services without New York licensure or certif-
ication. Such services are limited to athletes, coaches, staff, and
delegations registered to train or compete in the Milan Cortina Winter
Olympic Games sliding sports competitions, Lake Placid 2026, during the
same specified dates.
Section 3 provides that the act shall take effect January 27, 2026 and
shall expire and be deemed repealed on February 25, 2026.
 
JUSTIFICATION:
The amended language of this bill facilitates the safe and efficient
operation of international Olympic competitions hosted in New York State
by allowing qualified health care professionals from other jurisdictions
to provide care to participating athletes and personnel. By temporarily
waiving licensure requirements for a defined group of practitioners
during a limited timeframe, the legislation ensures adequate medical
support for the Milan Cortina Winter Olympic Games sliding sports compe-
titions while preserving existing licensure standards outside the event
period.
