TITLE OF BILL:
An act to amend the public authorities law, in relation to authorizing
the New York state energy research and development authority to adminis-
ter a program to provide grants related to switching residences to elec-
tric heat pumps
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this legislation is to authorize NYSERDA to establish and
implement a Delivered Fuels Replacement Program to provide grants or
loans for residential homes to transition from delivered fuels heating
systems to efficient electric heat pumps.
 
SUMMARY OF PROVISIONS:
Section 1: A new subdivision 27 is added to Section 1854 of the Public
Authorities Law, which authorizes NYSERDA to establish and implement a
Delivered Fuels Replacement Program to provide grants or loans to tran-
sition from delivered fuels at residential homes to efficient electric
heat pumps.
Section 2: Establishes the effective Date

JUSTIFICATION:
Approximately 1.8 million New York households use delivered fuels, oil
and propane, for furnaces and water heaters. The residents of New York
consume more heating oil than any other state in the country and transi-
tioning these homes from delivered fuels to electrified ones will yield
significant economic, health and environmental benefits.
It is estimated that 98% of the New York households using delivered
fuels would save money by electrifying their space heating; an average
household savings of $1,451 per year, which representing a potential
statewide savings of $3 billion each year.
Electrifying delivered fuel space heating is the highest impact residen-
tial decarbonization action New York can take; doing so would eliminate
34-55% more carbon pollution than electrifying the same number of gas
furnaces.
This legislation will authorize NYSERDA to establish and implement a
program focused on providing grants and loans for residential homes to
transition from delivered fuels to efficient electric heat pumps.
